59.3 GAME TIMES
Every endeavour MUST be made to start the game on time.
3.1 SATURDAYS – SENIORS
Divisions 3-7
Early Game: 1.00 pm
9 innings or time (120 minutes). No new inning is to start after 120 minutes.
Late Game: 3.30pm or 20 minutes after completion of early game.
9 innings or time (120 minutes). No new inning is to start after 120 minutes.
Not to commence before 3:30pm unless both teams and Umpire(s) agree.
Division 2
1.00 pm or 20 minutes after completion of early game.
9 innings or time (120 minutes). No new inning is to start after 120 minutes.

3.6 LEAGUE PREMIERSHIP CONDITIONS
(a) In the Minor Round, Clubs shall play the series of competition matches drawn up by the Baseball Operations Committee.
(b) In all matches two points shall be counted for a win and one for a draw.
(c) If, at the conclusion of such Minor Round, any two or more Clubs have obtained an equal number of points the final position of such Clubs shall be determined by the number of games won between the tied Clubs. In the event the Clubs are still tied, the third criteria shall be the runs for and against in contested games between the tied CLubs. In the event they are still tied, the final separation will be made on the basis of percentage overall.
(d) Where there is an even number of games scheduled to be played at the beginning of the season, the premiership table will be sorted on points, irrespective of the number of games actually played. However, where there is an uneven number of games played in a Division, the final position shall be determined on the basis of a win/loss ratio.

3.7 FINALS
Where there is only one senior game programmed for a diamond the starting time is 2.00pm. Other game times to be notified.
Seniors- Divisions 1-5 play 9 innings or to a result.
Seniors- Divisions 6-7 play 7 innings or to a result.
Division 1:
Week 1 – Qualifying Finals
Game A 1v2 - double chance
Game B 3v6 - elimination
Game C 4v5 - elimination
Week 2 – Semi Finals (Rankings are recast accordingly for Week 2 and
then those rankings are carried into the Grand Final)
Game D Winner of Game A (Ranked 1) v lowest ranked winner of B and C (Ranked

Game E Loser of Game A (Ranked 2) v highest ranked winner of B and C (Ranked
3)
Week 3 – Grand Final (ranking of winners from Week 2 carries through
to this round)

All playoffs to be 9 innings games, best of 3, one game on Saturday, remainder, as required, on Sunday, and all at ground of highest ranked club.
Division 2:
Playoffs in Division 2 to be the same as Division 1 format with only one game.
Division 3 – 7:
Playoffs to remain as top 4 team competition over 3 weeks, as usual. ie 1v2, 3v4 etc.
Youth: (7 and 9 run rules apply.)
Under 12 (1) play 7 innings or to a result.
Under 12 (2) and down play 5 innings or to a result.
Under 14 and 16 (all divisions) play 7 innings or to a result.
Under 18 (all divisions) play 9 innings or to a result. (This is subject to amendment as it relates to division (2)
Playoffs in Youth Division 1 to be the same as Division 1 format with only one game.

59.4 GAME PLAYING TIMES AND CONDITIONS - ALL
Time Limit 110minutes and 120 minutes.
Means that no new innings is to start after 110 or 120 minutes as appropriate, with the time being the moment that the third out of the previous innings occurs.

4.2 INNINGS, MERCY RULES AND REGULATION GAMES
SENIORS
Division 1 9 innings or to a result.
In the event of interruptions for inclement weather or bad light, 5 innings
or 75 minutes will constitute a regulation game. Result in the event of 75
minutes or more will revert back to even inning.
Mercy Rule
Nine Innings Games.
Ten runs in front after 7 innings, or two hours of play. Any time after 7
innings when the 1st named team is at bat and is 10 runs in front, then game
called. Once the home team becomes 10 runs in front in the bottom half of
the inning, then game is called.
This rule will also apply to the finals series of Division 1.
Time Games. ie 120 minutes
Ten runs after 85 minutes or 5 innings.
Division 2-7 9 innings or 120 minutes. As above re inclement weather.
No mercy Rule in Division 2-7.
YOUTH
Under 18 9 innings or 120 minutes. As above re inclement weather.
Mercy rule of 10 runs to apply after 7 innings.
Maximum 9 run inning rule to apply in U18
Under 16 and 14 7 innings or 110 minutes. As above re inclement weather.
Mercy rule of 10 runs to apply after 5 innings.
Maximum 9 run inning rule to apply in U16
Maximum 7 run inning rule to apply in U14.
Under 12 7 innings or 90 minutes.
In the event of interruptions for inclement weather or bad light, 4 innings
or 60 minutes will constitute a regulation game. Result in the event of 60
minutes or more will revert back to even inning.
Maximum 7 run per inning rule to apply.
To be eligible to play in a side in the finals a player MUST have played
the last 4 minor round games in that or a lower grade.
Also MUST have played in a majority of games in the minor round in that grade.
The Permit Committee may grant approval to play in the finals round of any specified grade to any player who was not able to complete the qualification prescribed herein due to illness, injury, or any other reason acceptable to the Permit Committee.
No player shall be relegated to a lower grade team after the last match of the minor round of matches unless prior permit approval is obtained.
Youth
Fifty percent or more minor round games for the applicable youth team only.
Whilst a player is allowed permission to play in a higher age group in the
home and away competition subject to Rule 19.2, such player(s) will not be
allowed to play the finals of a lower age group if he/she has started more
games in the higher age group or Senior Division during the season.

4.4 PASS BALL LINES AND HOME RUN FENCE or CONES
The distances that should be used are set out in 59.2 (above).
The recommended height is Six feet [1.818m] minimum and generally made out
of fencing materials. Other materials must be of a temporary nature and the
Club should have a plan in place to replace them as soon as possible.
4.6 BACKSTOPS All Grades
Every endeavour must be made to have a backstop on all diamonds. Division
One and Two diamonds MUST have a Backstop and Home Run fence.
Permanent or temporary back nets are recommended for use on all Junior Diamonds/grounds.
4.7 BASEBALLS. ALL GRADES INCLUDING YOUTH UNDER 12
Clubs and Umpires will be supplied with a separate list of all licensed brand
baseballs for season fixtures (with appropriate notification of grades each
brand of ball has been approved for).
All the balls in a game MUST be of the same licensed make / brand / style.
Minor Round: Home team provides, first two new then rest in good condition and preferably white.
Neutral grounds: First named team is the home team.
Finals Round: Home team provides.
Division One Grand Final play offs only, balls are provided by the SABL.
4.8 NON SMOKING and TOBACCO CHEWING POLICY
SA Government is a major sponsor of Baseball in this state.
Appropriately all personnel (Coaches, Managers, Team Officials etc.) are to
refrain from consuming alcohol before, during and after game completion whilst
in the vicinity of the playing diamonds.
In particular, Coaches, Managers and Team Officials are to refrain
from consuming alcohol in the presence of Youth players at training sessions
and game venues.
All personnel (Coaches, Managers, Team Officials, players etc.) are to regrain
from smoking, "dipping" or chewing tobacco before, during and after
game completion whilst in the vicinity of the playing diamonds.
In particular Coaches, Managers, and Team Officials are to refrain
from smoking, "dipping" or chewing tobacco in the presence of Youth
Players at training sessions and game venues.
Breach of this rule in a game situation will result in ejection from that game and possible further action.
Adequate toilet facilities must be provided at all grounds and be open. If they are not, the SABL General Manager is to be notified.
4.10 PRE MATCH DIAMOND WARM UP AND USE
Fifteen (15) minutes before the scheduled starting time of a game, the Visiting
team shall be entitled to warm-up/ infield outfield on the playing diamond,
not to exceed five (5) minutes.
Ten (10) minutes before the scheduled starting time of the game the Home team
shall be entitled to a warm-up/ infield outfield on the playing diamond, not
to exceed five (5) minutes.
Five (5) minutes before the scheduled starting time of a game, the playing
diamond must be vacated.
Both team Coaches/Managers must meet with the Umpire(s) to determine the local
ground rules etc.
During the hot weather every care must be taken to look after the Players,
Coaches, Managers and Team Officials. Make sure that adequate water is available.
Shade is mandatory and must be provided at all diamonds
Caps/hats must be worn. Sunscreen is also encouraged to be supplied and applied.
SHADE.
The Board can not see why each Club cannot provide even basic shade structures
for all their diamonds.
If adequate shade is not supplied or erected within 20 minutes of game start time then the home team will lose the game 9 – 0, and be fined $50 per offence. In these circumstances in Youth games (Under 12/14) the loss will be 7-0.
4.12 BEHAVIOUR OF PLAYERS, COACHES, OFFICIALS AND SPECTATORS
a. Good relationships must be fostered between Clubs and their teams before, during and particularly after the games.
b. The authority and decisions of the Umpire must be respected. Any person must not direct abuse and/or intimidating language to any SABL Umpire or Club Umpire.
c. The Coach of a team must insist that his player(s) behave in a sportsmanlike manner, especially towards members of the opposing team, at all times. The use of intemperate language or unseemly language by players or Coaches is absolutely forbidden.
d. Spectators should not only support their own team but also show appreciation of good play by the opposition, and never barrack against or belittle their opponents or their own players. This is deemed to be unsportsmanlike conduct.
e. Club representatives of each team, including Coaches and Managers, are required to draw the attention of their spectators and their own players to the above conditions regarding behaviour, if these conditions are being disregarded.
f. If the conditions continue to be disregarded, the Umpire shall abandon the game and award it 9-0 or 7-0 to the opposing team.
In all time limit games the time continues to run regardless of delays or hold-ups due to any reason. In such cases the Scorers, where significant time is lost, should record the amount lost in the scorebooks and match cards. It is contrary to the spirit of Baseball to engage in the practices of wasting time, particularly in the closing minutes of a time contest. Umpires are hereby instructed to take all necessary steps to prevent such malpractice, and those in charge of teams are to be warned that the SABL Board will not tolerate such tactics.
59.5 TEAM NUMBERS - LACK OF PLAYERS
A maximum of 18 participating players, plus 4 non-playing coaches may participate in any Division 1 match (exec, medic, bat/ball persons are not included.)
5.1 Division One and Two must start with and maintain nine players.
5.2 All other grades, no game can start unless there are
at least five players.
PENALTY - game forfeit, 9-0, U12/14 7-0.
5.3 20min after the scheduled starting time of the game the team must have at least seven players. PENALTY. – game forfeit 9-0, U12/14 7-0.
5.4 SHORTAGE OF PLAYERS U12/14
If an U12 or an U14 team is unable to field the regulation nine (9) players, permission is hereby granted for players from another team or the opposing team in the same age group to compete, without transfer, clearance or permit, for the team which is deficient.
5.5 STARTING NINE – SENIORS (Excluding DH where applicable)
During a round of matches (eg. Sat or Sun. with Divisions 1&2 matches)
you MUST have NINE different starting players per team. No player (including
Youth players) can start in two games during the weekend (that round of games).
However a permit may be given to a player to start in both games under extenuating
reasons. If a player does start in both games advise the umpire you are playing
under protest. A player who starts in a game for a team must participate for
a minimum of one plate appearance and three defensive outs before being replaced,
unless the player is unable to satisfy this requirement due to illness, injury,
ejection etc.
Penalty - The team that violated the rules forfeits the game 9-0 to the other
team. The game forfeited is the lower grade game the player played in. After
the game the team protesting must notify the SABL Office within 48hrs and
have the written evidence lodged within 72hrs.

59.6 ABANDONED GAMES - The Plate Umpire is the sole judge.-ALL
A regulation game is referred to in Rule 4.2.
5 innings or 75 minutes will constitute a regulation game.
Note: It is a regulation game if-;
1. The home team has scored more runs in its 4th innings than the visiting
team has scored in its 5th innings.
2. The home team scores one or more runs in its 5th innings to tie the score,
when their innings is not completed due to inclement weather termination (ie.
less than 3 outs).
6.1 In the event of inclement weather
The plate umpire will be the sole judge as to whether a ground is fit for
play to commence.
All junior baseball (U12, 14, 16, 18) will be cancelled if the forecast temperature at 8am the morning of competition is 37 degrees or above as broadcast on Radio 5AA. Cancelled rounds will not be re-scheduled.
6.2 Abandoned games cannot be transferred to another ground but could be changed to another diamond at the same ground.
6.3 ABANDONED GAMES WILL NOT BE REPLAYED (IN ALL SENIOR
DIVISIONS 2-7 AND YOUTH). MAY BE REPLAYED IN DIVISION 1.

6.4 Games can be abandoned because the ground or equipment
is UNSAFE in the opinion of the Umpire. In theses circumstances the Umpire
will request the home team to bring the ground up to safety requirements in
a reasonable time.
[This does not refer to Rule 6.1]
PENALTY – 9-0 or 7-0, depending on age group, against the home team
if the ground is their home ground. Neutral ground, then the game is abandoned.
6.5 ABANDONED ROUNDS. - ALL.
In any grade of matches (except Division 1), where fifty percent or more or
the round has been abandoned, then the entire round will be declared as a
“No Round”. The round will not be rescheduled unless it is a Major
Round in which case the game will then follow our contingency plans for Finals.
DIVISION ONE
• Any round of Division One (afternoon or twilight fixtures) will be constituted as a complete round of matches if four or more of the six games are played to a result. Furthermore should four be completed the other two will be rescheduled; if five are completed the remaining one will be rescheduled.
• Should only three or less than three games be played to a result, then the entire round will be declared as a “No Round”.
• Unless Clubs have lights that meet the ABF’s minimum standards
of lighting (these requirements to be determined by the Board) then no lights
at any Club grounds are to be switched on for any Senior/Youth fixtures coming
under the current Competitions of the League.

59.7 SUSPENDED GAMES - WEATHER - ALL
7.1 The Plate Umpire will be the sole judge as to whether and when play shall be suspended during a game because of unsuitable weather conditions or an unfit playing field, and whether, and when, play will resume or be terminated.
7.2 The Plate Umpire will not call the game until at least 30 minutes after he/she has suspended the game. He/she may continue the suspension as long as deemed necessary if there is a chance play may resume. In Time Limit games refer Rule 4.2 and 8.1.
59.8 TIME DELAYS (Time Limit Games only) - ALL
8.1 Time to run regardless.
In all time limit games, the time continues to run regardless of delays or
hold ups due to any reason.
All starting and finishing times are taken from the Umpire’s watch.
59.9 HELMETS. Each team must have a minimum of 5 helmets.
9.1 SENIORS
All batters and runners MUST wear an approved safety helmet. Seniors MUST
wear at least a leading edged-eared helmet. Damaged or cracked helmets MUST
not be worn.
All junior bat/ball persons MUST wear two eared helmets and be attired in
a club baseball uniform (T ball or Pee Wee OK) plus wear enclosed shoes, not
thongs or sandals.
Penalty - If the person refuses to change or wear an approved helmet then
the Umpire MUST eject the person from the game and award the game 9-0 to the
opposing team.
9.2 YOUTH
All batters and runners MUST wear an approved double-eared helmet. Damaged
or cracked helmets are not to be worn.
All junior bat/ball persons as above in Rule 9.1
Penalty - If the person refuses to change or wear an approved helmet then the Umpire MUST eject the person from the game and award the game 9-0 or 7-0, depending on the age division, to the opposing team.

59.10 CATCHERS HELMETS/MASKS – ALL
10.1. MUST be worn.
Catcher’s masks and helmets or all in ones MUST be worn when playing
or when warming up any pitcher either from the mound, on the side or in the
ball pen.
10.2 Catcher’s masks MUST have a throat guard attached
or built into the mask.
Separate or attached helmet to be worn with the mask.
Penalty- Offending player WILL be removed from the game.
11.1 Each team MUST have a First Aid kit with them at all times. The kit MUST have suitable bandages and disposable gloves.
11.2 The game MUST be stopped when a player is bleeding on the field.
11.3 Attend to the bleeding player using appropriate First
Aid Methods. Stop the bleeding so play may re-start. If unable to stop the
bleeding after a reasonable time then the person bleeding MUST be removed
from the field so play can resume. (Umpire’s decision).
Replacement made under normal Baseball rules. ie cannot already be a participant,
or have been a participant.
11.4 When bleeding has been controlled, the player can return to the original position in the lineup, and the replacement player is available to enter the game in the normal manner. (The intent here is to ensure that the bleeding is stopped without jeopardising the players or disadvantaging the team.)
Each Club shall supply one scorer for each match in which any team competes and such scorer shall :
12.1 During the course of such match be regarded as an official of the League as prescribed in these By-Laws and score in accordance with Section 10 of the official rules of Baseball as recognised by this League.
12.2 Shall render assistance to the umpire of the match by completing the match result cards and responding to requests for game information
12.3 Not to be subject to permit rules regarding registration, permit or transfers.
12.4 All scorers MUST sit together during their game in
a neutral location with an unobstructed view of the playing field.
If the scorers refuse to sit together the umpire will refer to the Home Scorer’s
book
ONLY.
12. 5 Be subject to the appropriate qualification as the League may from time to time prescribe upon the recommendation of the Scorers Association.
59.13 BASES and PITCHERS PLATE - ALL
13.1 All Home Plates on main diamond MUST be of the bevelled edge type and secured to the ground so that they do not move.
13.2 This rule applies to ALL games, including tee ball, pee wee ball and baseball under your control and being played on your grounds.
13.3 Bases on main diamonds MUST be of the “ Corbett” style plug in type.
13.4 Other diamonds can use the fluffed up type with a hole in the middle with an appropriate safe and long peg installed through it. Or alternatively use preferred new velcro type stick on base or throw downs for tee ball.
13.5 All Clubs are asked to use the “Corbett” style of bases where possible on secondary diamonds.
13.6 Tee ball and Peewee, can use the flat throw down type.
13.7 Base areas MUST be flat and preferably hard. Not soft like a sandpit.

13.8 If you are having problems with base areas etc. please contact the SABL Office.
13.9 All pitcher’s plates must be of the ‘Four Season’ type which is a solid block of rubber which can be turned around as one side is damaged. A step-down plate in front of the pitching plate is mandatory for all main diamonds.

59.14 SAFETY - ALL
SAFETY MUST COME FIRST AT ALL TIMES. IF THE GROUND OR EQUIPMENT IS NOT SAFE
THEN THE GAME MUST BE ABANDONED.
This is governed by the Umpires Judgement.
59.15 VISITS TO THE PITCHING MOUND – ALL
15.1 A second visit to the same pitcher in any one inning
means the automatic removal of that pitcher from the game in Senior Divisions
1 and 2 only.
In all other Senior/Youth grades that pitcher MUST be removed from the mound
but may play in another position.
15.2 In Senior Divisions 1 and 2 The Manager/Coach is permitted
three free visits to the mound in the game. On the fourth visit the pitcher
MUST be removed from the game (or at the second visit during the one separate
inning, as above).
No limit on the total visits in all other Senior/Youth grades.
A Manager/Coach may at any time without penalty go on to the ground for the
purpose of giving aid to a sick or injured player. A visit occurs as soon
as the manager crosses the foul line, and ends as soon as he exits the mound.
If he then revisits the pitcher, this is a second visit.
15.3 In Senior Divisions 1 and 2 only the Catcher shall be permitted to make one trip per inning to the mound. Penalty- 1 ball called for each additional visit.
15.4 The Playing Coach must be nominated on the team sheet. Only a playing coach stationed in the infield can request time out to visit the mound. This visit is deemed one visit to the mound under this rule.
15.5 The Umpire will automatically call for the relief pitcher when the rule requires a change of pitchers.
16.1 Pitchers are allowed four (4) warm up pitches before starting an inning, unless the Umpire approves of more due to extenuating circumstances (eg. Weather, delays).
16.2 In each half of the First Innings eight (8) warm up pitches will be allowed.
16.3 A Pitcher entering a game to replace a pitcher who has been injured or ejected shall be permitted up to eight (8) warm up pitches or more if the umpire approves due to extenuating circumstances. (eg. Weather, delays, pitcher coming from the field or bench and not previously throwing. Due care is to be taken to get the pitchers arm warm to throw.)
59.17 BATTERS MUST REMAIN IN THE BATTERS BOX - ALL
17.1 The batter must remain in the batter’s box.
If he considers he is at risk he may make a request for "time".
If the Umpire feels that there is risk present he may grant
"time ".
17.2 The batter shall be expected to return to the batter’s box promptly and the Umpire will call play. If he feels that the batter is not returning quick enough, regardless of whether the batter has returned to the batter’s box at the time, a strike shall be called on the batter.
17.3 Signals. Batters must take their signals with one foot in the batting box.
17.4 On deck. There will only be one on deck batter whilst a batter is in the batters box. All other batters must remain in the bench area until it is their turn to be in the on deck circle.
59.18 DESIGNATED RUNNER AND HITTER. - ALL
18.1 Designated hitters are optional for Div 1 and 2 only. Not allowed in YOUTH grades.
18.2 Designated Runner for the catcher (Divisions 1and
2) is optional before two outs but is a MUST when there are 2 outs in any
one inning. If the catcher is on base he must be replaced by the designated
runner immediately the second out play is completed.
Penalty.
Failure by the batting side to immediately replace the catcher once this rule
is brought to the attention of the Plate Umpire and, in the Plate Umpires
judgement there is undue delay in this replacement, the Umpire shall call
the runner out.
18.3 Designated runner for the pitcher is optional for Division 1. If he bats he MAY be replaced once the play is completed.

A designated runner is someone not currently in the active lineup

59.19 ADDITIONAL PLAYING RULES for YOUTH ONLY
19.1 ELIGIBILTY OF PLAYERS AND AGE QUALIFICATIONS
a. A player is eligible to take part in any match in the respective age groupings provided he/she is under the age of 12, 14, 16 or 18 on the 31st December of the season to be played.
b. No player may play in the U12 competition until he/she attains their 9th
birthday
No player may play in the U14 competition until he/she attains their 11th
birthday
No player may play in the U16 competition until he/she attains their 13th
birthday
No player may play in the U18 competition until he/she attains their 15th
birthday
19.2 PLAYERS PLAYING OUT OF THEIR AGE GROUP
a. Any Youth age player shall play in only two games per weekend, either Senior or Youth. For the purpose of the rule mid-week twilight games not applicable. In consideration of the above it is expected these Youth Players should play in the top two teams in their respective club. A Youth age player may participate in three games in a weekend only if those games are in Division 1 during a finals round.
b. Any two (2) players per under age team will be permitted to play in a higher age group each week. No written permission need be sought from the SABL for players in this category, as their age being indicated on the match card shall be deemed to be sufficient notification. Any additional players to the above must have the approval of the SABL by way of a Permit.
c. Subject to paragraph 18.1, a player aged 13 years will be permitted to play U16 competition whether having played in the same round of the U14 competition or not, provided the player does not pitch and/or catch in both games nor pitch in one and catch in the other. Similarly. a player aged 15 years will be permitted to play in the U18 competition.
d. If a club has special circumstances where permission is sought for players
other than those outlined in paragraphs (a), (b) and (c), special permits
MAY be granted. In this case, a Club must make written, e-mail or faxed application
to the SABL stating cause, names and ages of the players for whom special
permission is sought. Note: All players playing out of their age group to
be noted on Umpires report cards and match cards.
Penalties: Failure by a club to comply with any of the rules detailed above
will result in the offending club forfeiting any match points gained whilst
playing such ineligible player(s).
A fine of $30.00 per player for each individual offence will also be imposed.
Under 18 Metal Cleats are allowed.
Under 12 14 16 Metal Cleats of any description are NOT allowed.
All visible jewellery MUST be removed prior to commencement of a game.
MAXIMUM number of game pitches a Pitcher can deliver within a 7 day period
is as follows:

a. A pitcher reaching his/her maximum number of pitches is immediately removed from the mound once he/she has completed the batter and then can occupy any other fielding position, except catcher.
b. It will be the responsibility of the Scorer’s to notify the Plate Umpire and Coaches when a pitcher is within five (5) pitches of a maximum allowable number.
c. Any pitch delivered to the plate eg. balk or an illegal pitch whether it be hit or not, shall be considered to be valid for the purposes of recording the number of pitches.
d. Under 12 and Under 14 Pitchers are not allowed to throw curve balls or sliders. If a curve ball or slider is thrown, NO PITCH is to be called by the Plate Umpire, but it will be considered to be valid for the purpose of recording the number of pitches.
e. Pitching Changes: the provisions of Rule 8.03 for pitching changes (of the Official Rules of Baseball) shall be enforced-eight (8) warm-up pitches.
f. AGE GROUP PITCH LIMITS APPLICABLE TO A JUNIOR PLAYER APPLY IF PLAYING IN A HIGHER YOUTH GRADE OR A SENIOR TEAM.

19.6 PENALTY FOR EXCEEDING PITCHING LIMITS
Loss of two (2) premiership points regardless of winning or losing the game
(ie. 2 points to be deducted from previous total). Opposing team to gain two
(2) premiership points whether successful or not. In regards to FINALS, penalty
is a loss to offending team 9.0 in Under 19/16 and 7-0 in Under 14/12.
In a win/loss table 9-0 or 7-0 results would need to be added.
A player shall not pitch and catch in the same game, nor shall a youth player pitch and catch in different Divisions, Senior or Junior on the same day.
19.8 BASERUNNING - UNDER 12 ONLY
a. When a pitcher is in contact with the pitcher’s plate with the ball in his/her possession and the catcher is in the catcher’s box ready to receive the ball, base runners shall not leave their bases until the pitched ball is released by the pitcher. A violation by one base runner shall effect all other base runners.
b. When a base runner leaves his/her base before the pitcher releases the ball and the batter does not hit the ball, the runner is permitted to continue. If a play is made on him/her and he/she is out, the out stands. If he/she reaches the next base safely to which he/she is advancing, he/she must be returned to the base he/she occupied before the pitch was made and no out result.
c. When a base runner leaves his/her base before the pitcher releases the ball and the batter hits the ball, the base runner(s) are permitted to continue. If a play is made and the runner or runners are put out, the out or outs will stand. If not put out, the runner or runners must return to the original base or bases or to the unoccupied base nearest the one that was left.
19.9 THIRD STRIKE RULE - UNDER 12 ONLY
The batter is out when a third strike is indicated by the umpire whether or
not the pitch is legally caught by the catcher. Base runners may advance at
their peril while the ball is ‘still in play’.
19.10 SHORTAGE OF PLAYERS U12/14
If an U12 or an U14 team is unable to field the regulation nine (9) players,
permission is hereby granted for players from another team or the opposing
team in the same age group to compete, without transfer, clearance or permit,
for the team which is deficient.
Collision plays are to be avoided in all Youth grades.
Runners MUST slide if a collision play is likely to occur at a base. (Exception
1st base, with the fielder moving into the outside line area, the runner is
to attempt to avoid collision, however, the runner is entitled to touch the
base running through.)
Runners are not allowed to collide with a fielder if they (the runner) are
in the upright position with the intention of dislodging the ball as a result
of the collision.
ONLY POSSIBLE EXCEPTIONS: running into a tag and no time to slide, caught
late the runner has no available time in which to avoid the fielder, caught
in a run down play and falling into a soft tag with no need to slide.
PENALTY: the runner will be given out if in the Umpires opinion the runner did not adhere to the above. Refer to Official Rules of Baseball – rule 7.09 last Section.
19.12 SEVEN/NINE INNING RUN RULE
A maximum of seven (7) runs U12, U14 and nine (9) runs U16, U18 can be scored
in any one inning.
EXAMPLE
U12/U14
A team has already scored 6 runs in an innings, the team has bases loaded
and the batter hits a home run. Only the seventh run would count for the scorecard,
however, all runs, hits etc. should be included for the player’s statistics.
U16/U18
As above but should read ‘a team has already scored 8 runs’ etc.
The intention of this rule is to prevent, as far as possible, games which
are so dominated by one team that their opponents lose interest in the game,
and as a result may be lost to junior baseball.
Percentage Rule – percentage will be calculated on a win by no more than 20 runs. This will alleviate the need to defeat a team unmercifully. It is considered bad baseball etiquette to steal bases or bunt to advance runners when winning by a big margin.
a. One adult Manager and Coach preferably in Club Uniform may be used in each coaches box at first and third base. (If no uniform available for head coach, minimum requirement is Club Cap and Club Top or Club T-Shirt, or Jacket and enclosed shoes. Thongs or sandals not allowed).
b. Players, Managers and Coaches must remain on the benches or in the prescribed area during the game and not leave that area unless instructed to do so.
Max length 32”. Max barrel 2 ¼”
59.20 UMPIRES RESPONSIBILITIES –Including Club Umpires
a. All umpires MUST be dressed appropriately, no thongs or sandals allowed.
b. Umpires MUST arrive at the ground at least thirty (30) minutes prior to the schedule starting time.
c. Check ground condition, dimension and home run fence or cones.
No game can start unless the ground or equipment is in a safe condition. You
may give the home club a reasonable time to fix the problem. If after a reasonable
time the problem is not fixed, the game will get awarded to the opposition
as nine to nil (9 away team - 0 the home team). The umpire MUST report the
situation on the Official Result Sheet.
The safety of the players and officials MUST come first.
d. Call the Coaches to the home plate five minutes prior to the starting time to exchange team sheets and discuss local ground rules if any. The original team sheets must go to the umpire.
The team sheet can list up to a maximum of 18 players, with 4 non playing coaches. All players on the bench, including the starting nine and the designated hitter, where applicable, must be on the team sheet handed to the umpire, and additional players, up to the maximum of 18, can be added as they arrive, if they are not on the team sheet. In Senior Division 1 and 2 and Under 18, no player can be added to the team sheet after it has been exchanged at the plate meeting.
e. Make sure the umpire’s check list is completed.
20.2. Umpires check list – (Motto: Make it right first before reporting)
a. 1st and 3rd base foul lines are clearly marked in white.
b. Foul lines extend at least nine feet past 1st and 3rd
c. Three feet tramline is marked.
d. Coaches’ boxes are marked.
e. Benches are marked.
f. Sixty-foot lines are marked and extend at least ninety feet past the bases.
g. Foul flags or cones are in position at the end of the lines.
h. Bases are securely pegged or plugged in and are the right type.
i. Home plate is white.
j. Pitchers Plate is white and conforms to current rule.
k. Pitching mound is prepared in a safe and legal manner and 18ft circle is
marked around pitching mound. Dolomite is allowed but not the preferred option.
l. All lines MUST be in white.
m. Home run fence MUST be used for div 1,2 and U18.
n. All team members in correct uniforms.
20.3 Umpires Ground Reports.
Umpires must clearly indicate on the Official REsult Sheet, or in any suitable
fashion, any failings from the check list, which are not corrected. A fine
will be issued.
During the game umpires are to enforce the rules of baseball, in particular:
• Safety is first.
• Visits to the mound.
• Warm up pitches.
• Batter in the box.
a. Check that both score books and Official Result Sheet agree and are completed
in full, sign the score book.
b. Check that all players are listed on the team sheet and sign the team sheets.
c. That runs scored equals the totals on the score cards.
d. Except for Division 1,insert player votes on the Official Result Sheet.
For Division 1, cast player votes and seal in envelope supplied.
Note: SABL player votes are cast for the game, not for individual teams or
clubs, and umpires should exercise balanced judgment when making these decisions.
20.6 Votes and Official Result Sheet
Division 1 votes MUST be posted to the SABL Office no later than the Monday
after the weekends rounds of matches. With Twilight games, to be posted that
night or next morning. Official Result Sheet must be returned to the Home
Scorer for faxing to the League Office.
20.7 Results
It is the responsibility of each home Club to collate and collect all match
results from games played on their grounds, whether they are playing or not.
SABL will advise Clubs each Season on their requirements.
a. When an Umpire can not attend a game to which he is appointed he MUST
advise the chairman of the Umpires appointment committee or the Director of
Umpires ASAP.
b. Ring the home club secretary ASAP.

59.21 PERMIT RULES – GENERAL
For this current season, the Operations Director will handle ALL Permits
in the South Australian Baseball League Office during office hours.
If an Emergency exists you may contact the Operations Director at home. For
advice the Operations Director has the Senior and Youth Operation Directors
to assist him.
1. Should the Permit Committee consider that any Team or Club seek to take an unfair advantage of the interpretation of any permit rule / bylaw, the Committee shall forward their findings to the South Australian Baseball League Board of Directors who shall call for the Team, Club, to account for their actions. The Board shall impose such penalty, as it deems fit.
2. Every application for a permit shall be in writing to the permit committee, in duplicate accompanied with a stamped addressed envelope or e-mailed or faxed. If this rule be complied with the Permit Committee shall endorse the duplicate with it’s decision and return it in the envelope provided or e-mail or fax. Failure of a player or club to comply with this rule / bylaw, resulting in non- notification by the Permit Committee of its decision on the matter shall not entitle such Player or Club to presume in any way that a decision has been made by the Committee on the matter nor absolve it from any penalty resulting from it’s action.
3. Reasons for a Permit may be Injury, Work, Sickness or other special circumstances as the Permit Committee deems.
4. Dropping down or going up a grade.
Down. Only one grade at a time. A Player having played in one grade may play in the next team in a lower grade in the following round of matches. The Permit Committee may, at their discretion, allow players to drop more than one grade.
Up. As many as you want BUT you can only come down one grade per round.

59.22 On Field Personnel. – Other than Players and
Coaches
• At all times these on field personnel will not engage in conversations
with opposing Players, Coaches or Umpires.
22.1 Bat / Ball persons.
Refer Rules (9.1 and (9.2 – Helmets, re bat / ball persons attire.
The bat / ball persons MUST keep close to the dugout when their team is at
bat and in the dugout when their team is in the field.
This position is aimed at Youth players obtaining experience of being involved.
22.2 Executive Officer
At all times these on field personnel will not go onto the playing field unless
asked to do so by the Umpire.
They will be attired in a club shirt, trousers/shorts and hat in Clubs colours
and MUST not wear thongs or sandals.
22.3 Medic / Trainer
At all times these on field personnel will not go onto the playing field unless
asked to do so by the Umpire.
They will be attired in a club shirt, trousers/shorts and hat in Clubs colours
and MUST not wear thongs or sandals.
1. A Club withdrawing a nominated team before the season commences but after
the program is finalised shall pay a fine of $250 per team.
2. A Club withdrawing a team once the season has commenced shall withdraw
the lowest graded team of that Club, or [at the option of the Board] such
other team as decided by the Board in order to minimise program disruption,
and all costs associated with the withdrawal of that team shall be paid by
the Club to the League. In addition, the Club shall pay a fine of $250 per
team.
59.24 Fines.
(The League has overlooked these fines in the past but without enforcement
clubs have become non-committed in their responsibilities. Fines will be strictly
enforced by the SABL General Manager.)

Division 1.
This is an important action for League personnel when checking for irregularities
and the counting of Medal votes.
